The Govt brought a carbon budget delivery plan to Parliament in March setting out its plans to meet the statutory carbon budget targets in 2027, 2032 and 2037.
It would be helpful if the Govt issued another one fairly swiftly, showing how the policy changes to be announced this pm will meet the carbon budgets.
The go-to strategy to date has been to chuck more public and private money at carbon capture and storage tech.
It'll be hard to use CCS to deal with homes and vehicles. I'm not sure the intention is to be empirical, and it may point towards an earlier than expected election.
The overall strategy appears to have been to kick the can down the road towards the great tech hope of CCS which will abate all residuals.
The intention is of course not to be empirical. But a reply to the CCC Annual Report is due by the end of this month, and I imagine a Minister will be at the Despatch Box by 3.30 pm on Mon 16 Oct by which time DESNZ will have had to come up with some pretty robust answers on delivery.

Not beyond the widest realms of possibility that RS could cut and run for a 'carbon election'. Though he needs an audience with HM to do that....
